*Call for Papers* Conference website: https://conference.cs.cityu.edu.hk/icicip/ The 13th International Conference on Intelligent Control and Information Processing (ICICIP2025) will be held in Muscat, Oman, February 6-11, 2025, following the successes of previous events. As the capital of Oman, Muscat is Oman's largest city with a population of over four million people and numerous tourist attractions. ICICIP2025 aims to provide a high-level international forum for scientists, engineers, and educators to present the state of the art of research and applications in related fields. The conference will feature plenary speeches given by world-renowned scholars, regular sessions with broad coverage, special sessions focusing on popular topics, and post-conference workshops/tutorials in the region. Prospective authors are invited to contribute high-quality papers to ICICIP2025. In addition, proposals for special sessions within the technical scopes of the symposium are solicited. Special sessions, to be organized by internationally recognized experts, aim to bring together researchers in special focused topics. Papers submitted for special sessions are to be peer-reviewed with the same criteria used for the contributed papers. Researchers interested in organizing special sessions are invited to submit formal proposals to ICICIP2025. A special session proposal should include the session title, a brief description of the scope and motivation, names, contact information, and brief biographical information on the organizers. Authors are invited to submit full-length papers (8 pages maximum) by the submission deadline through the online submission system. Potential organizers are also invited to enlist five or more papers with cohesive topics to form special sessions. The submission of a paper implies that the paper is original and has not been submitted under review or is not copyright-protected elsewhere and will be presented by an author if accepted. All submitted papers will be refereed by experts in the field based on the criteria of originality, significance, quality, and clarity. The authors of accepted papers will have an opportunity to revise their papers and take consideration of the referees' comments and suggestions. All accepted papers will be submitted for inclusion into IEEE Xplore subject to meeting IEEE Xplore's scope and quality requirements. This year's invited speakers are Chiara Bartolozzi (IIT Genova), David Kappel (University of Bochum), Anna Levina (Uni Tübingen), and Christian Machens (Champalimaud). Like every year, the workshop brings together computational neuroscience, machine learning, and neuromorphic engineering researchers to present their work and discuss how to translate these findings into a better understanding of neural circuits. Topics include artificial and biologically plausible learning algorithms and the dissection of trained spiking circuits toward understanding neural processing. In 2015, the Best Illusion of the YearSM Contest became an annual online event, with the goal of bringing the creativity of the illusion creator community all around the world. Anybody with an internet connection can participate! No matter where you live, you can be a contestant, and/or vote for the Top 3 winners! Contestants are invited to submit 1-minute YouTube or mp4 videos featuring novel illusions (unpublished or published no earlier than 2023) of all sensory modalities (visual, auditory, etc.) and/or cognitive nature. Novel variants of known illusions are welcome. The content of the 1-minute video presenting your illusion is solely up to you, and the only requirement is that it wows all viewers! When conditions change, e.g., data distributions, locations, or platforms, retraining needs to occur from scratch. These interdisciplinary projects will combine mathematical (e.g., dynamical systems, spectral theory), computational (e.g., data-informed simulations) approaches used in neuroscience and other complex systems fields to study how cellular heterogeneity contributes to the stability, coding capacity and resilience of neural circuits and overall brain function(s).
